Dear Governor Davis:

Over the past 30 years as a parent, an advocate, a service provider and a state official, I have had the pleasure to know and work with many of the most
respected leaders in the developmental disabilities field.  Among those I hold in high regard are Phil Campbell and Mary Cerreto.  Their work in shaping a
responsive system of care in Massachusetts is well known nationally.  Mary's work certainly was highlighted by the development of a very sound quality
assessment system.  

That system was based in sound, progressive values and has resulted in an on going process of improved quality.  Phil's leadership of the very diverse system in
Massachusetts allowed those areas of progressive practice to flourish and moved the regions of the state that were less than progressive toward improved goals
and practice.  As a team they attracted other highly skilled leaders into state service and developed in junior members of their team a strong sense of direction
toward the achievement of quality outcomes.

As leaders, Phil and Mary have all the skills to lead and manage a complex system.  As people they are committed to the individuals and families served.  They
would provide excellent
guidance for any state system.
