and other early intervention professionals; advocates; state social service, education and health department heads; program staff) toward the development of
service principles, eligibility requirements, optimal funding mechanisms, new quality assurance systems, a service model responsive to cultural and linguistic
backgrounds of family and increased capacity to provide required services to young children at risk and with disabilities and their families. Produced report to
